Better Public Services for New Zealand

Darryl Carpenter DIA, NZ

Under the Better Public Service programme the New Zealand Government has set out 10 Results each with an agreed target to be achieved by 2017. Under the ‘Improving interactions with government’ heading, Result 10 seeks that ‘New Zealanders can compete their transactions with Government easily in an on-line environment’. We want to build our services around citizen’s life events rather than traditional agency boundaries, putting customers at the centre of all our services.

We have made good progress improving single agency transactions, however integrated services across agencies remains challenging.

In this session, Darryl will talk about how to work within an agency led system, using collaboration and influence to deliver better services for citizens, and some lessons we’ve learned along the way.

Darryl Carpenter

Strategist, change agent and collaborator and now leading New Zealand’s Better Public Services Programme: transforming citizens interaction with Government.

Having spent many years as a professional outdoor instructor and guide, Darryl took those experiences and began providing advice in leadership, strategy and transformational change to business, government and community organisations. Eventually becoming the Chief Executive of the New Zealand Mountain Safety Council, Darryl led that organisation on a seven year transformation journey eventually delivering a number of national outdoor safety programmes and services on behalf of government that continue today.

Having achieved success collaboratively working with and across government, Darryl was invited to ‘join the other side’ and provide insight and advice on creating a more joined-up government for business customers and now citizens. While the New Zealand transformation programme has been in place for 3 years, the challenging work of integrating services based around citizen life events has only just begun. Darryl is now leading this work and so the next adventure begins.
